The rate for the fiscal year of 2015 for fiscal residents of European Union member states was 19,5% and for 2016 it was 19%. For fiscal residents of countries outside of the European Union it was 24% in both cases.

Yes, she should be able to but I know that some branches of CajaSur and Unicaja no longer accept payment by cash. I think the best bet may be Banco Popular or Cajamar but warn her that she may need to try a couple of banks before the forms are accepted.

Do you know anyone here to whom you can send the money and the forms and ask them to pay? I cannot think of any other way.

I don't think this is possible without a digital certificate unless your bank has a specific pay online option which caters for the form 210. Failing this, if you are known at your Spanish bank they may allow you to send the forms to them for processing in the same way as if you had taken them in pe...

Can you try downloading Pale Moon or Firefox. Both are far more user friendly than IE or Chrome which I never use unless I have to.

It works in IE for me but with Windows 7. You can access TESTRA without a digital certficate: https://sede.dgt.gob.es/es/aplicaciones/testra-sin-certificado.shtml but it is not as reliable as DEV and takes longer for the notification to appear by which time you will have lost the opportunity to pay ...

I detest IE but I have opened it to ascertain the import path. In IE click on Tools>Internet Options>Content>Certificates>Import then go to the folder on your PC where the certificate is stored and click on it. Yes, try importing your digital certificate into another browser and access the link from there. I use Pale Moon and Firefox and once I had made the necessary security exception it worked perfectly.

Assuming that your digital certificate is installed properly this sounds like the 'Secure connection failed' problem but it normally gives you the option to add a security exception. Which browser are you using?
