The link to Jimbo the Scot was posted by a long established member in response to a request for a recommendation in accordance with forum rules and he has been recommended on several occasions previously. I can't see how they could state that you are a fiscal resident until you have submitted a resident tax return and asset declaration if applicable.

Try putting your name and/or NIE into the BOE search engine. If you can find an entry referring to you it may give an indication of what they want to see you about:

It is not only illegal for a non-resident to sign on the padrón it is also very dangerous as AEAT can use this as proof that someone claiming to be a non-resident is really a resident. It is free and blocks all advertisements including most of those embedded within apps.

You have to download it from the web site and sideload it because it was banned from the Google Play store as it is too efficient at what it does.

Different municipalities deal with this matter in different ways, nothing is set in stone, but if the amount in the escritura of sale is higher than that in the escritura of purchase it is not likely that you will be able to recuperate the plus valía.
