Can I suggest that you speak with your receiving bank in Spain they can do the same as Western Union and easier , tell ICI that it's very difficult for you to attend a Western Union office, they could suspend your pension but not stop it...

Apart from the minor problems of taking acceptable photos, renewing passports was really quite easy for me, as was renewing the driving licences. However applying for change-over driving licences does now seem to be a lengthy process for some , but not all, I'm sure it's probably the same department...
