Go to the DGT website and select the Sede Electronico. There u can consult the state of your application by entering NIE and DOB. No other requirements. It's a national emissions rating system, so yes you can buy the stickers outside Madrid. You also have to learn to address a 'hello' to the entire room when you enter a shop or any other public place, and wish ¡buen provecho! to any table you walk past in a restaurant (or are the Spanish only nice in the north of Spain??).

I've just noticed this on the site I linked to above, re registration taxes:

"Valor residual para coches importados según:
BOE-A-2018-17664, en vigor desde Enero 2019"

In doing a calculation, the info box said a discount is now applied to foreign cars.

H again, Yes tráfico will want their process fee (which will be the same for all) plus the registration tax which varies by car. This is a one off registration tax, not a road tax. If your car is pretty old and worthless (rare by Spanish standards!) and also doesn't pollute, then I guess it could be...

Well slight problem with the process here; my gestors dropped the paperwork in to tráfico last week (Wednesday) but tráfico refused to issue the temporary right to drive paperwork.
