Can anyone advise me please whether the circulation tax is renewable on a calendar year basis or 12 months from the actual last payment? My first payment of the tax was in March 2005 but I am unsure whether it was due for in January 2006 or in March 2006

Maybe so but the number on a passport is in fact a serial number (not an identity number) on what is a very valuable and accountable document (from the Passport Office point of view). To reuse the same number on replacement passports would inevitably prejuduce the security for such a document.

When the UK Passport Office issue a new passport they return the expired one with a corner cut off. Surely that can be used in the circumstances you mention. A lot preferable to produce the real thing rather than a copy of the previous one.

Don't see what is illogical about it or why it is inconvenient. In any case it is no more illogical than getting a new registration number each time you buy a new car!
