How to contact a member who may have left the forum?

I wanted to ask someone a question, but his last post was July 2016, according to his profile.
Should I just send him a private message and hope he gets it?

He will only get it if he signs in.

The date quoted in the list of members shows the last date when he signed in, not the last posting date. If he hasn't been active since July last year it's pretty unlikely he will get a PM.

However, if he activated the email option, he will get notified of a PM by email.
