I think it is a widely held belief that UK banks will not open accounts for non-uk residents.
My UK bank is NatWest (I know) and earlier I was looking at my account from my phone sat in my car in Nerja using 4g as opposed to my home connection.
As I was logging out a message came up that they would open an account for non uk residents that were resident in the EU.
They may not be alone.
Maybe useful to some.

This came up on another site a while ago. Apparantly it has always been the case but not one advertised widely. If you make a request for a checking account(I did with Santander in England) they confirmed it. I was EU law apparently. Try a bank!

I had a look at the requirements for an HSBC account for British non residents and it seems to say you have to pay in 1,750 pounds per month, so that would rule us out. Some say you have to open them in person in the branch too. Presumably they don't really want this type of account but are obliged to offer them.

The Natwest web page says that you can open an account as an EU resident and there do not appear to be any special conditions other than those that apply to UK residents. http://personal.natwest.com/
