Will we resident expats be allowed to vote?
If so what is the cut off for checking you are registered please?

No, you cannot vote in national elections.

There are more elections in May, at least there are in Extremadura. If you are on the Padron you can vote in local elections for your mayor and council and can also vote in the Junta elections. By May we won't be voting in the EU elections as we won't be in the EU.

You will be able to vote if you registered to vote before the end of January.

You can't vote in National elections unless you have citizenship !
