It all depends. You pay so much per metre for the drilling whether the hole produces water or not.. If you hit water then you rush off to the Ayuntamiento and ask to pay for a mining permission. Costs are similar to minor works. First before all this you apply to Hydrographia for a licence. Years later after you have been using they will bill you 800 euros . That is your lifetime permit and it comes with provisos. (use of water and max quantity to be drawn annually).
Back to the plot. Don't assume 'cos there is water nearby that you will stike water on your land. You may have a good idea where any aquifers mightbe from the lie of the terrain. The well driller will also be a water diviner most likely but you will have one locally. Worth using him and paying 50 euros for his recommendations. Try it yourself. Some can do it others cannot! Two types of wells. A big open hole of say 1 m by 30 deep or a borehole of say 60 metres by approx 20 cm. If you hit water then the borehole is then lined. Price depends on material used. Expect a lot of mud waste from the drilling.
Then you need a pump and control gear (e.g. that switches off the pump if no water present) and cabling and red corrugated tubing for the cabling and a lot of water tubing ( black with the blue stripe if it is potable).
Overall costs might be anything from 2000 to 5000 euros depending on depth.
