Gibraltar is not a member of the EU, the customs rgulations are different.

it not a member because its not an independant country. Every one knows its British, so piggy backs into Euro Via the UK.
the uk when it joined the common market made sure that gib was "taken care off" when signing up.
When spain wanted to join they had to promised to open the border again which they did.
So Gib is in the EU but not a member.

I've only been to Gibraltar twice in the last 35 years, there's nothing British left of it apart from the Military, I never need to go back there.
