SpaHelp with translating a Spanish Government webpage

I'm trying to change a direct debit so that the tax we all pay on propery in the summer goes out of the new bank.
This is the website page. https://www.prpmalaga.es/web/domicil/

There are some things I'm not entirely sure of though can anyone help?
1. Datos del Titular de la Cuenta Bancaria Does this mean they want the address and name of my bank?
2. Datos del Titular del Recibo e Impuesto a Domiciliar. Do I fill out my name and the name of the property which is liable for the tax ( IBI)
3. On the page above it talks of Municipio. The property is in Nueva Andalucia. Does that come under Marbella or Junda de Andalucia?
4. Matrícula, not at all sure what I fill in here.
Sorry for sounding so dumb, as it is a tax form I don't want to make any mistakes. :?

Do they do this....need to change water, electricity and the IBI. Went along time ago to a bank and they said that I had to contact the companies directly?

Never done this but here's my best guess but surely someone who's gone through the process will confirm.

Datos de la Cuenta Bancaria
Fill in the name of your bank and account number

Datos del Titular de la Cuenta Bancaria
If the bank account is in your name, fill out your personal details.

Datos del Titular del Recibo e Impuesto a Domiciliar
Assuming the property is yours, fill in your personal details. Why do they ask for this again? It is quite possible for someone else (e.g. granny) to pay someone elses bill. Not knowing the Andalucian paperwork, I would guess that the matricula is the reference number associated with the tax and should be somewhere on your IBI invoice (if it's IBI you're trying to pay).

Best guess to 'get the ball rolling', as I don't live in Andalucia but hopefully a good soul will come along and build on this.

Translations:

1. Details of Bank Account.

2. Details of IBI payer.

3. The Junta de Andalucia is the Provincial Government not a Municiplaity. According to a Google search, Nueva Andalucia is in the Municipality of Marbella.

4. Matricula - in the context of the form I think they mean the IBI reference no.
