Just got my latest bill from Endesa and see that the new rates have been applied anyway! I just need to find out now how to get my 5% discount for opting for online billing.

Just checked with Endesa - I was able to conduct an online chat in English with one of their reps - the 5% discount is for customers entering into a new contract and signing up for e-billing.
