I haven't been to see the Rules dam since they were building it.
There must have been a business case for its construction , costs-benefits. That sort of thing. Does it generate a small amount of electricity? Prevent flooding downstream? Allow regular flow of water all the year? It seems inconceivable not to have put in distribution piping! Mind you that airport was built at Cuidad Real.....

It seems to serve no useful purpose at all. There is no electricity generating ability, there is a small amount of water being released most of the time into the (now) dry river bed which benefits just a few plots on the river banks (as it always has done). Apart from that it is basically the largest, most expensive swimming pool in Europe!
The local farming community is up in arms about it as they have been promised cheap water from it for years and nothing is forthcoming. The existing irrigation systems are struggling because of breakdowns in the distribution systems due to a lack of investment (caused by years of promises of a new supply). Our supply was temporarily off four times in four weeks last month due to breakages in the 15km of supply pipes.

There must be a political case for massive infrastructure water transfer projects.
Spain has done pretty well with AVE and before that motorways. With climate change it will get hotter and previpitation will be no doubt be more temperamental and less in volume.
Irrigating olive trees virtually guarantees doubling harvest year on year. From a GDP point of view what is there not to like!

The AVE and Motorways were mostly paid for by the EU, i.e.Germany and the UK (the biggest contributors!). That money now goes to the Eastern members and, with the future loss of the UK contributions the chance of Spain getting much money for massive water transfer infrastructures must be pretty zero!
