I know that if an owner has not paid their Community Fees that although they can attend meetings they cannot vote.
Is it possible for them to hold an office such as Vice President if they have not paid?

If they can’t vote i doubt very much they can hold office

There is no where in the Horizontal Property Law that states that an officer must be up to date with their fees in order to perform their duties, however, they cannot vote on any matter concerning the community.
Any officer can be removed from office by a majority vote at either an AGM or EGM.
