Bank Responsibilty to inform

I have had bank trouble recently, and someone has told me that there has been a law passed which means that banks in Spain have a responsibility to their customers to inform them of changes in their account etc.
The Costa Blanca News ran an article a couple of weeks ago, which I can´t access on their website.
Anyone know anything?

Haven't heard of any recent changes but AFAIK banks in Spain are obliged to publish details of general changes e.g. to interest rates etc but not necessarily to inform each individual account holder. The notification can be by means of a press advert, a leaflet or on the notice board inside the branch. The Banco de Espana has to be informed of interest rate changes.
There will be a complaints procedure via your customer services manager or failing that you can take a complaint to the Banco de Espana - their website gives details.
