Horizontal Property Law

I've a property in a block consisting of only 3 owners. I have read the Horizontal Property Law and if you are in a building of 4 or fewer owners, you can apply for law #318 in the civil code.

(a) How do I do this?
(b) We'd rather do it ourselves, so does anyone know of a template I could run off and fill in the blanks?

The horizontal property law only comes into force after several cartons of coviran wine :D
Also the only templates I know of are Shirley Template(good ship lollypop fame) or Simon Template (The Saint)
