Anyone can give me advice on US tax laws and how they work when you are an expat. How to find a community of english speakers to share their journey of living in Spain. How to navigate the town hall for information. Thank you in advance for your help.

Estepona is quite a drive (>1.5hrs) from Cadiz, but the American club there is a start. You can make enquiries from this link:
http://www.andalucia.com/entertainment/clubs/ac.htm

They may well know of similar associations nearer, but their specific advice on tax affairs, driving etc will be pretty applicable anyway. I imagine you've found this already:
http://turismo.cadiz.es/en

The tourist section is the only part of the site in English (I tried /en for other sections but it stayed in Spanish) but, again, it's a start. Depending on your level of Spanish, the others may be gleanable to perfectly informative, but there's always cut+paste into Translate if necessary.

If you do find US associations a bit thin on the ground in Cadiz, consider getting one started up? Apart from the Costa del Sol clubs giving you advice, ayuntamientos seem to be all for a bit of intercuturalidad and will probably be glad to assist.

Hola

Sorry can't help with US tax laws but the Chiclana Foreign Residents Association (www.chifra.org) is "local" to Cádiz and is an English speaking association. There are quite a few English speaking residents in Cádiz itself. There is a MyCadiz forum and various Facebook pages for the area.

If the poster had looked around the threads there are a couple of Americans already members. Here is one from California.

We tried to visit the Navy base at Rota when Obama was visiting there a few years ago .... were told in no uncertain terms that non-military Americans were not allowed to visit unless the Spanish commander of the base specifically approved. Apparently it is a Spanish base and the U.S. Navy can use it but only at Spain's discretion. However we do profit, but just barely, from the Rota base --- they have an FM broadcast station that gives us 90 seconds of USA news & sports every hour. The rest of the time they play TERRIBLE music.
