Snr. Óscar Fernández speaks at Costa Networking Marbella

PSOE candidate Snr. Óscar Fernández, is to be the keynote speaker at Costa Networking’s forthcoming April business lunch which is to be held at Bistro Los Naranjos, Neuva Andalucia on Tuesday 24th April at 2.00pm.



Snr Fernández is part of Snr Plata’s team and he will be outlining the PSOE’s project for the city as well as explaining how the electoral system works in Spain and how the resident foreign community can get involved.



Óscar also heads up the Business Support Centre in Marbella. The BSC is backed by the Junta de Andalucia and has been set up to advise, encourage and support local entrepreneurs and investors. All BSC services are available in English and Spanish.



The talk will be followed by a buffet lunch and networking session.

Sr. Oscar Fernandez is a 38 year old industrial engineer the keynote speaker at today's Costa Networking’s meeting.

Oscar explained that the town hall of Marbella is made up from 27 councillors. Each party registers a "list" of 27 candidates. For any party to have a single representative in the town hall's government party must achieve 5% of the votes. Further councillors are appointed on a proportional representation basis. The party (or the post election alliance) that gains 14 or more seats will form a city government.

The elections are on the 27th May, EU citizens who have already registered are eligible to vote. There is a also system of postal voting for those who wish. To do this go to the post office with passport between 3 April to 10th May and register. You will receive a registered letter which is should be handed in at the post office before the 24 May.

PSOE candidate Sr. Oscar Fernandez, outlined a little of the PSOE party history and read a short biography of Sr. Plata.
The PSOE Policies are:
Good Government.
Improved services to the community.
A Marbella international Agency (Marbella has 100 Nationalities, Intensify international relations with residents' countries. Promote Marbella worldwide.),
A "Welcome to Marbella Office for newly arrive foreign residents,
Big Projects to Improve the Economy. (Rail Connection with Malaga) (Puerto Marbella)
A "Tourism Consortium" as tested in Barcelona for the Olympic Games in 1992. Pubic & Private
A "Knowledge and Innovation Valley" to catch Marbella's intellectual capital.
In response to questions:
Marbella has 127.000 registered voters and 35.000 foreigners registered. It is thought there are actually 200.000 inhabitants in Marbella and perhaps 60.000 foreign inhabitants.
What will happen to the existing properties that are not legal. "There are 30.000 houses with strange conditions 27.000 can be legalised. 3.000 are out of place because in green areas or disturb the expansion of the hospital. The court will decide in every single case. The PSOE position is that we should not demolish the buildings, but in some of the cases the permissions are crazy. The system has failed. Not just the local council but the state has failed. We have failed."
There were two PSOE councillors at the time of "Malaya". There were 401 denuncias for urbanistic infringements. Almost all of these were lead by the Junta de Andalucia, and the PSOE party.
The current cost to run Marbella town hall annually is 170m euros. 140 million of this is used to pay staff wages. As far as income is concerned this is currently 60 million so there is a 80m deficit. Part of this deficit will come from seised assets of Roca etc., part from private sector initiatives, part from tax increases.
The PSOE list, foreign representation in the parties is low. In the PSOE I am the most international, in the PP only the last name on the list is foreign. The problem is that most of the foreigners do not engage in politics.
