Whats having a go at my apples

Last year something got to my developing apples leaving holes on the skin with juice leaking out and scabbing over. Inside was a small maggot.

I thought this was Codling moth - so sprayed Chas 48 about 4 weeks ago, in anticipation , this year.
Its made no difference. The holes have started to appear again this week ..

Also - the same sort of holes are appearing in my tomatoes now

And ideas what it is and how to blitz it ?
