best soundproofing/privacy shrubs etc

Hi, hoping for some help and advice please! We want to put some shrubbery or ornamental grass up at the back of the house to act as a privacy barrier and to drown out some sounds. Ideally something that'll grow fairly quickly to a height of between 5-6' (not meters!) and is suited to the dry/arid climate we have where we live. Its probably a length of 10m or so that we have that will be planted up. All advice welcome, thanks very much!

Oleanders (Adelfas) or Trasparente will grow fast and thick. They will need pruning to keep them at 6ft.

I´ve no idea why mine arn´t growing - the leaves are healthy, they have flowers, but they dont seem to be any taller than when we bought them a year ago! ..
