Denouncing the Guardia

Postby Jool on Wed Nov 04, 2009 3:28 pm

Yes I know it sounds mad but is this actually possible? Who would you denounce them to?

I am thoroughly fed up with reading that the Guardia do not take dog poisoning or animal mal-treatment cases seriously and refuse to take action or accept a denuncia even if the local police have a good idea who is laying the poison and local vets recommend action. Apparently the Guardia position where poison is concerned is to say all dogs should be muzzled when out in public - is there actually a legal requirement for this for a normal (ie. not listed as dangerous) breed of dog?

No its not a campaign but the law is the law and the Guardia are legally obliged to uphold it.......and its time the public bit back on this matter......

I guess that you could denounce them direct to the courts, but I think that you may need more proof than just saying that you have "read" about all this, you will nedd details of when , where and details of which member of the guardia civil refused to take a denuncia etc etc

It hasn´t happened to me but someone I know whose dog died as a result of the poison and many other dogs local to them have been poisoned according to vets .....what kind of proof would be acceptable then - how CAN you prove that a particular Guardia Civil member did not accept your denuncia? Do they have to sign a paper saying they will not accept it.......cannot see that happening!

IS there a law re muzzling EVERY dog?

you could give the time , place and description of the guardia civil who refused to accept the denuncia.....if someone was denouncing you I imagine you would want them to be able to give some details of exactly what you had done, where, and when..... not just that they had "read about it", "apparantly","according to" etc etc...I don´t think these "facts" are really reliable enough to warrant denouncing the guardia civil.

Of course I know what you are saying but even with all the time and date info surely it will simply be one person´s word against the other.......unless you record it on a mobile phone?

I repeat I am not planning to do it but am trying to empower those who have been let down by the Guardia´s refusal to do anything.

why don´t they make the denuncia at the national police or court if the guardia civil allegedly refuse to accept it?

Jool, do NOT repeat NOT go down this path, you may recall that I posted sometime ago about my dutch neighbours, one off racing cycle being stolen, the thief was a nephew of the supposed Guardia officer who was initially involved in the [SIC] non arrest of the thief, because of the unusual circumstances of the case nephew/uncle=no arrest my neighbour made a complaint to the senior officer of our local Guardia:
Since then he has been harrased almost non stop, being pulled over on the road for no reason, etc it's still continuing now , these ba5tards have a lot of local "pal" power and will use it whenever they need to, just let it go!!
Ah! the full english!!

Hi,

For laying poison bait, cruelty to animals or any other nature or wildlife related issue you need to contact the right department...... The local Guardia or police probably won't do.... You need SEPRONA and they will act on your request and concerns...

SEPRONA are the Servicio de Protección de la Naturaleza de la Guardia Civil, they have far reaching powers, being an arm of the Guardia Civil, they almost certainly would have someone who speaks English, their webpage is here http://www.guardiacivil.org/prensa/acti ... /index.jsp.

Ask around for your nearest SEPRONA office

Hi Retro P - thanks, don´t worry I won´t, message received loud and clear but I am appalled at what your neighbour is going through...........does he have a local investigative journalist who would stay with him for a few days and thus be able to witness this and hopefully record it?

I hate this kind of bullying, as that is what it is. It is this type of experience where the GC are simply abusing their position and powers that makes me consider whether I want to stay in Spain, it is so corrupt at almost every level.........works brilliantly if you are local, well connected and well networked.

Its interesting that on another forum a spanish woman is trying to do the same thing about cruelty to animals and english immigrants are advising her to accept the norms of the country she is in and not try and change it!!! She is, as I said, spanish - its a worrying trend as this way standards fall and cruelty and bullying cronyism thrive.

Wildside - thanks for the reminder, I forget that Seprona do seem to actually care about the countryside.......and seem relatively incorruptible..................

When all else fails, take the law into your own hands. In other words - don't get mad - get even.

I can confirm this but from a different viewpoint. My wife was out riding and as she passed along a public track a guirri who lives in a house at the side of the track started ranting and raving at her for no apparent reason.

She mentioned this to a guardia friend who also rides, basically just to confirm with him that it was a public track and that she was not trespassing. The next time they went for a ride together, passed along the same track and the same thing happened

The guardia made a note of the registration number of the UK registered vehicle in the driveway, stopped it the next time he saw it being driven on the road and had it impounded. The guirri bought an old Spanish registered car and is now stopped and given a fine for something or other by various local guardia virtually every time he goes out in it.

I'm not necessarily condoning this but it just goes to show what can happen if you upset the wrong people in a small community.

do you think there is anywhere in the world where you could denounce the police and not get hassle from them afterwards?

Yep the UK  ..little johny the Hoodie gets an inadvertant bruise whilst fleeing with someones possessions and his parents will fight tooth and nail, sometimes with success to get the officer suspended from duty pending investigations....sorry but the police here are fair game for the equivilent of the Spanish denuncia!

I'd hope not Julian but sadly with the likes of the police complaints commission and its accociated "freedom fighters" and suchlike I do sometimes wonder if it's the Spanish who have it right or us :?.............our coppers are scared of their own shadows through red bl00dy tape.
