Animal welfare

Can anyone tell me what the law is in Spain relating to animal welfare,and particularly dogs. I have just attended a fiesta in a neighbouring village and saw a dog run over. It was not killed but obviously severely injured. The only reaction was to push it to the side of the road and leave it. I do not have transport. I knew an English couple in the village and got them out to see if they knew thw owners, but when I found the owners they were quite indifferent. The English people will take the dog to the vet when |I assured them I would pay the bill.
What is the law here on this matter.
I feel sick.

Anyone seen this week´s Olive Press? A Brit (yes a BRIT) has been accused of ill treating her horses, so far 16 have died. She is blaming the water and the feed.
I used to be indecisive but now I´m not so sure.

Don't know what's happened for the last two issues of the Western Edition.
Usually a packet is delivered to my husband at the Wednesday market at Hotel Saydo every 2 weeks for my village.
I'll have to wait to read the article on line.
