Cid but it confuses me when you say "It is not entirely clear..." but go on to say " it will certainly be within 5 years..." The two don't gel. How can it be certain if it is not clear?

I'm sorry it confuses you but it is a perfectly acceptable statement.

If you remove the word "within" it would then be inconsistent.
