Economist: article about drug legality

There's an interesting article in this week's Economist about the penalties that various countries impose (or not) on drug (ab)users. In it they state:
Personal possession of any drug—even the hardest—is not a crime in Spain, Portugal, Italy, the Czech Republic or the Baltic states.
Now, I've heard from people in Spain that you are permitted small amounts of cannabis, but I've always thought "meh: just wishful thinking" (not that I ever would ..... :shock: .... constable ....... honest!). But this article sounds like things are much more liberal - to the point where if it was true, it would be headline news amongst the pot smokers throughout europe. Maybe it is, and I'm just out of touch, but does anyone know for sure, one way or the other?
