Can someone tell me what this is and where you get it from.

It is exactly as it's title suggests, a certificate confirming that you are a fiscal resident. For foreigners its main use is to prove fiscal residency in order to avoid having the 3% retention applied when you sell a property.

You obtain it from your local tax office but requirements vary. For example the office in Alora hand them out like Smarties and the one in Torremolinos makes you jump through hoops. You will usually be required to produce your resident tax returns for at least the last couple of years.

Thank you for the prompt reply.
My sister has been told that she needs this form in order to pay her first non resident taxes. Is this correct?? Someone told her she could get it from the Police Station :?.

If she is non resident why would she need this??

I think you are confusing this with something else.

In order to pay non-resident taxes for the first time you must register your NIE number with the tax office. This is nothing to do with the Certificate of Fiscal Residency

Your sister needs to go to her local tax office with her passport and NIE certificate where she will be given a form 030 to fill in. She will then be given an A4 sheet of self adhesive labels to attach to her non-resident tax declaration.
