Perhaps David could tell me please
Is there any community law that states the community debtors list can only be given out to residents at an AGM? Is it perfectly legal to publish an uptodate debtors list to residents along with a half yearly accounts staement?

You can publish the list of community debtors on a community noticeboard within the community grounds.

... Thats what they do on our urbanisation. I dont know if its legal but it sure does have the desired effect !

There is no law prohibiting that community members be individually informed of the list of current debtors.
So go ahead and do it.
If a debtor should complain about being named and shamed and the invasion of his privacy, a response might be that the list is circulated only within the Community and that members need to know that some members will be barred from voting at the next AGM if they do not pay and that their percentage shares, cuotas, will not count when computing majorities.
I mean, you might need this information to plan your strategy at the AGM. Or something.
