Illegal Urbanisation

Our entire urbanisation is illegal but none of the current residents solicitors pointed this out to them when they bought their houses from the original property owners.
For at least 8 years we've been going round and round in circles trying to satisfy the ever changing requirements to get our first licences of occupation. We had electicity but Endessa realised that we were illegal and cut this off over a year ago.
We are just getting nowhere with anyone in authority to resolve this mess.
Is there any sort of Ombudsman that we can take this to?
Any advice/suggestions gratefully received!

and contact your consulate here in Spain for further help and advice. Plus your MEP as there is pressure being put on Spain to resolve these issues by governments of North European EU member states.

What is your land classed as on the PGOU for your area?
Why is it an illegal urbanisation? Because it does not conform to the rules for them in terms of built area versus green zones and open spaces or because there was no licence?
