payment for "BASURA"

Hope for some help to understand a payment for garbage.

We are normally only visiting our small house in the campo in Torrox for about 3 –4 weeks a year, and we put all our garbage in a public container. We don’t rent the house out.

The “Patronato de recaudacion provencial” is automatically taken from our bank account every year.

In 2011 there was suddenly taken another amount from the account, 189,11 Euro named PTO.REC.MALAGA, which we later was explained was a payment to Malaga for “Basura”. We have never been advised that we had to pay such an amount, but it should be for the years 2005-2007. We also understood that the payment to Malaga would stop, but in 2012 there was again taken an amount, this time 99,09 Euro.

And just now we have received a receipt from our bank telling that there is taken 316,68 Euro from our account named IMPORTO RETENIDO and that IMPORTO DE LA DILENCIA is 789,87 Euro.

We cannot understand that it can be right that we have to pay so much.

Can anyone help with an explanation?
