IBI and Property Registry Questions
Hello, can anyone help with answers?
Where does the information from your IBI bill come from?
Is it from information held in the Catastral office?
How do they know who to send it to, the owners?
An IBI bill usually shows 'suelo' and 'construccion' rates in a campo house, where do 'they' get this information come from?
What role if any, does the Ayuntamiento play in all of this?
The property register - the nota simple usually states size and description of parcela, and house and also owner.

When you buy the property they must tie one of the owners to the address and send the Bills out to them.

Our local Ayuntamiento has its own computer database of properties and will split parcels of land so each house can have their own IBI bill. They also bill every member of each household as far as possible.
There is therefore a discrepancy to the catastral - oh for a perfect world LOL

When we had a house built many years ago the town hall sent out 'surveyors' (after about 4 years) who took photo's and our details for the IBI register. This was before we had an escritura for either the land or house (don't ask!). The town hall survey was for all the houses in the area, not just ours, and they seem to do a revision of their records every 5 years or so. They come out and look and I think also use satellite photos too to revise the details of the properties which often have grown a bit in the intervening years!
When you buy a property then your legal rep should have checked that the IBI was all paid up to date and also informed them of your name and address for future bills. Having said that, we have been to the office every year for 4 years to change the address to ours, and finally on the fifth year they got it right. Our 'IBI office' in Torrox is separate from the town hall building and deals with all the local taxes, such as car tax etc.
I don't know where the catastral values for the property come from as ours are very low and bear no resemblance to the market value of the property at any time since it was built. Perhaps it is a basic calculation based on the m2 and the age of the house .... I'm sure someone here will know.

I am following this thread with interest as we have been waiting years for our IBI to be sorted. Last year , following their area aerial photos, it was increased but their details were wrong (in our favour financially) so we paid to have an architect measure everything and still await a bigger bill. The new bill following satellite photo was still in the former owners name. We all went to catastral and were assured it would be changed for the next billing cycle. Whenever we enquire they all say don't worry it will get sorted out. Worry? It is my middle name.

I'm trying to get hold of my current Valor Suelo - I know it is shown on the proper green IBI bill, but they're sitting in the Recaudacion office & I'm in UK, and unlikely to get there in the foreseeable future.
I can get a copy of the receipt from my bank account, but that doesn't show any catastral figures; I've got copies of my three Catastro entries from the Sede site, but they don't give the Valor; I've tried the prpmalaga site but it just tells me that there is nothing on there... any ideas on how to get the Valor Suelo online ?

Have you tried using your digital signature on the Catastro site?
The receipt from the bank account may show a clave that you can use to access more information.

Havng finally found how to actually get into the site with my digatal sig, I chose 'Mis inmuebles', but it's asking me for a 'finalidad' and I have no idea what that is !
So I'm either in the wrong place altogether, or I need to know what a finalidad is...

Where it says 'finalidad' just put anything. I have no idea what it is for. I usually just tap two or three random characters on the keyboard.

That did the trick:-)
One tiny question - I have 3 references - one for the casa & 1 each for the two olive plots. The plot with the casa, and the land on which the casa sits both have a valor suelo, but the plot that is purely olives only has a Valor Catastral. I notice on the other olive plot that the valor suelo is the same as the valor catastral, so should I just use that figure, or does it not have a valor as it is purely olives ?

You only need to pay imputed income tax on constructed property plus the land. If you have plots of land with no buildings and separate catastral references you do not need to pay imputed income tax in respect of them.

Now I find out - for the past 10 years I've been paying (I think) the Renta on all of it
Anyway, what I needed the valor suelo for was the plus valia calculator - does that only use the land that the property is on as well ?

Yes, plus valía is a tax on the increase in the value of the land.
