Discount on I.B.I now taxable by Hacienda

The Hacienda has decided that this year we must pay income tax on the discount we get for paying IBI promptly in 2015. It is now considered as income. A friend of mine has just paid 50€ on that ''income'. If we do receive this Discount then the Tax Man has to get a slice of this pie. Grossly infair,I say. Surely this goes against EU Rules on Taxation.

It's the same with the Plan Pive car scrappage scheme. They give you €1000 and you have to pay tax on that. There are very few EU rules on taxation apart from not discriminating between residents and non residents. Countries have control over their tax systems except for VAT which is controlled to some extent.
