Non lucrative visa app from within Spain

We are retired American citizens currently in Spain . We own an apartment in Spain and have private Spanish health Insurance. However, we are legal residents Of Turkey since 2003.

Americans have been advised to leave Turkey and not return to Turkey anytime soon. We want to apply for a Spanish non lucrative visa.

Can we do it from here in Spain or must we return to Istanbul to apply ?
