Valor de rescate life insurance

Interms of the 720 Anyone know exactly what the valor de rescate is interms of delcaring it on a life insurance policy is? Is it the amount you would get if the assured died and you cashed it in.or is it the surrender value if you wanted to cash it before the assured died which would lead you to getting a very small amount compaired to the full amount of waiting until the assured died.

Bit confusing as to why you would need to declare the surrender value rather than the amount you would get if the assured died as the surrender value is very small in comparison.does the over 50k rule still apply aswell or is it any policy regardless of the amount
