Licencia de Primera Ocupacion

Hi. My parents have a house in San Pedro de Alcantara which they bought "second hand" in 2000. Their solicitor at the time did not request a Licence of First Occupation and it appears that one was never issued at the time the house was constructed. They are now wanting to sell and are being advised by estate agents that this could be a problem. They've also been told that the Town Hall will only issue licences for new build properties - not retrospectively. Does anyone have experience of this problem? And can anyone recommend a competent, honest solicitor in the Marbella area, ideally bilingual who may be able to assist them?

This company is supposed to be good at those sort of problems but haven't used them personally.
