Registering at the Town Hall?
We went to join the village municipal village gym and we were told as part of the process for joining, we had to register at the town hall. If we do this, would this mean we are signing on the Padron. We only have a holiday home but will eventually live full time in the said house. I am prepared to sign on the Padron when we move here but is it normal to do this now?

If you are intending to live in Spain full time then you shouldn't sign on the padron until you actually move to Spain full time. For just one example, there is no tax on importing your car if you do so within 60 days of signing on the padron. There are advantages in having been on the padron for a number of years but overall it is better to do things correctly

You are not entitled to sign on the padron unless your habitual residence is in the locality (whatever the town hall might say)..
Facilities like the pool may well be limited to residents, but if you don't live there, then you are not residents so not entitled to the benefits.

You may find that there ARE special rates for visitors - like tourists or folk visiting family - there is at our municipal pool. Worth asking the question. The staff automatically suggest that you want the residents rate and for that you may need to prove it, but if you are not yet resident, you are a tourist and though the fees will be slightly greater, normally the town is happy to take the money! Just depends what the local rules are.

The money each Town Hall receives is partly based on the number of citizens registered on the Padron, this isn’t a subsidy, its an economic necessity.
It helps provide many of the local services, healthcare, schools, libraries, and importantly for property owners, police and fire services.
I am sure that many readers of A.Com have heard of the many recent burglaries in different areas, and the fires that often occur during the summer months.
Without the money generated by being on the Padron, many of these services would be reduced.
The money received also goes towards looking after the beaches, the roadsides and roundabouts, and keeping these tidy is to everyone’s benefit.
You will also need a Padron document to register a car.
I would urge every property owner to register even if they don’t live here full time.

One of these days the Tax Office may link to the Padron, they link to most other places including your health details. If that happens anyone on the Padron will be deemed tax resident as they have declared that ther habitual residence is in Spain.
It may or may not happen, but if it does it will be chaos!

I'm not sure I understand your comment.
When you sign on the register, it is usually because you intend to live permanently in Spain and, as a result, you expect to become tax resident.
People who are non resident and sign on the Padron are hardly likely to sign on the register of foreigners.
