?new driving regs?
?new driving regs?
... been away in UK for a couple of weeks ... came back and a neighbour told me of new driving regs ie must carry a fire extinguisher in the car, no smoking, no arm out of window driver's side ... might be other new rules as well? ... ?are these regs already in force or still waiting in the wings?

Usually questions arise as to whether certain activities at the wheel like: make-up, eating, drinking, driving in flip-flops or barefoot, going without a shirt or even elbowing the window are a reason or not.
As you will not be doing any of the above...........not a big deal.............

OBJECTS.- Throw objects from a vehicle that can produce incentives, traffic accidents or impede free movement.

CASCOS.- Drive with any type of audio headset or headset.
RIGHT CARRIAGE.- Do not drive in the right lane of a lane with several lanes of direction per direction, without justifiable reason.

You have to carry an extinguisher if you are towing a trailer, otherwise it is merely a recommendation, not mandatory. That has been the law for some time.
As for smoking or elbow out of windows, this could be a problem as it could be covered by Article 3.1 of the regulations which says it is forbidden to drive in a reckless or negligent way. That is the rule they have used in the reported cases of people being fined for wearing flip flops. There is no specific ban on smoking in cars unless it causes a distraction.

re right hand lane - it's the same in UK, especially on motorways - stay in the 'inside' lane (whichever one that is in each country) unless you are overtaking or avoiding an ostruction etc

Correct, and a very important rule IMHO, except that in Spain they take this to a ridiculous and very dangerous extreme, when advising to always use the right hand lane on a roundabout - even if turning left - unless overtaking or passing parked cars. Overtaking? Parked cars? On a freakin' roundabout??!! Is it me getting old & fuddy-duddy? I thought one simply does not overtake or park on roundabouts. Personally i think this is for people with no cop-on and with rules there is only limited space say in a booklet to make a point.
On busy motorways (say3/4 each way) the purpose of slow lane is for people entering and exiting, when we get up to speed we move into driving area and speeders like me zig-zag.
Personally i think the rule? is to distribute traffic, if we have rule stay in r/h lane it be a bottleneck, just common sense.
The reason is some vehicles just don't have the road speed to move out and generally we just put the foot down and get ahead of them and then move out.
We are supposed to move out to allow vehicles entering the motorway so i think they just went for simplistic way of wording.
I overtake on roundabouts all of the time but Spain is the only country in the worldi i would get out of the car and go for a quick message with my car "parked" on a roundabout, i have done but not very often.
"IMHO" what does this mean? generally humble people are indifferent, i don't think they are allowed drive a car in Spain...

You are missing the point. It is ILLEGAL in Spain to be in any outside lane if the inside lane is empty. It's to deter the middle lane hoogers on empty motorways. It is also illegal not to signal when changing lanes for whatever reason.
