I have seen 100m quoted, but I'm not sure the rules are that exact. They say something like a sensible distance, as short as possible and only only long enough for them to satisfy their physiological requirements and away from other people.

You can, if you have just cause. You would need to argue that point with the police if you are stopped, but I doubt that they would object, because are you actually increasing the risk of contagion and returning home is a valid reason for having to go to the airport. The exchange rate has been at an average of about 1.13 for the last 2 years. It is now about 5% lower. If someone is on such a tight budget that they cannot handle that, then they should not be here.
