The medical certificate does only last 90 days , but once accepted by the trafico is valid for the period of the spanish licence . Just a thought but can you actually charge for using toilets here in spain ? I know you can't in a bar for the customers ,but you can put a sign up prohibiting use by non-customers.

They always used to note on a part-ex. form along with condition, mileage ,etc; whether it had tax & for how long.

I would go to an office of the INEM ( unemployment , sickness & pensions ) & make some enquiries there. I assumed the vest was to be able to be seen if anyone was out of the car changing a wheel or whatever. Yes there are legal aid lawyers but unfortunately I can't remember what the spanish term is. I would have thought that they are available to anyone on low or no income who is legally resident in the country.
