No, I believe you need to be a UK resident. I haven't got time to check that at the moment but will look into it later. That would also preclude foreign tourists.

Even using the Private Internet Access VPN (set to London) The Lottery account can still detect that I am not in the UK and I cannot login. I have deleted any likely looking...

I've signed a number of these and never needed a VPN. I just signed this petition and got the email back in a few seconds.
