What boundaries? With the exception of a few towns in Catalunya and Aragón where lockdown has been reintroduced, people are free to travel all around Spain and haven't been confined to their own municipality since we got into Phase 3 which was months ago.

Ours have always been around the €30 for two months mark, for two people, and we don't have a pool. The bills have stayed the same for years, so yours do look to have been very low if they're for 3 months for a household of 3.

It seems to be the opening up of the tourist industry which has led to calls from local people for the mask wearing regulations to be made stricter.
