Budget Flights - taking food as gifts!
Vacuum packed foodstuffs (morcilla, salt cod etc) as gifts, can it go in the hold luggage or does it need to be in the cabin bag?

Anywhere you want. The airlines don't care what food you carry as long as what you carry it in meets there luggage criteria. It's countries that determine what you can and can't bring in.

When travelling to Spain I sometimes take Walls bacon (they sometimes have it in Mercadona but usually not in Carefour).
When returning I sometime take back some vacuum packed goodies (mucho Jamon serrano for example), I just pack it in the suitcase, wrapped up of course ! it's never been a problem.
Don't try it in Australia though, an aquaintence of mine thought, innocently, that he would surprise his brother and take him some flower seeds as a present when visiting, he was fined for not declaring it at customs !!

Australia being an island quite rightly their view is "if it isn't there now we don't want it" whereas anything can get into the continent of Europe and there is little can be done to control it, whether it be seeds, drugs or terrorists.

Yes, essentially, anything that is in the EU can be freely moved within the EU.
The assumption is that it was correctly imported into the EU meeting all the food hygiene regulations so is safe to distribute within the EU. Free movement of goods etc.
The same applies to immigrants but as we all know, the Italians let them in and put them on a train to the UK.
The same thing can happen to "bush meat". Once it gets in it can go anywhere.
The UK border agency probably confiscates more South African sausages than it does illegal South African immigrants.

Food in hand baggage, can be a problem. I've had pate and butter confiscated by security.

Pate and butter shouldn't be a problem as long as it is in packs of 100ml or less. They come under the cream category. They wouldn't be confiscated because they were food but because of their consistency. We've successfully brought haggis over.

Yes, it was large pack of butter(frozen) and small block of pate, but 150 grms. I realised later it wasn't so much the item as the amount.

Take what solids you want in hand luggage but no liquids.
