To make it law every country would have to create a new law. The EU do not make laws.
If Spain did what they say there would not be a total ban on UK residents fly to Spain. Essential travel would be allowed which at the moment it is not.

It depends on the type of 'EU law'. For example EU Regulations are automatically passed into law when they come into force without needing to be transposed into local national law

Correct, but this isn’t even a regulation, it’s a recommendation which means it can be ignored or over enforced by each state. It most certainly isn’t a law which was my point.
EU decrees have to be incorporated into each country law but that can take ages.
