Hi all,
Could someone explain the PADRON and should we register. We have a house and spend a lot of our time here but are still non residents at the moment. We have NIE numbers but we are trying to get our red tape house in order. Thanks for any replies.

Only people who have their habitual home in the locality are obliged to sign onto the Padron. So, if you don't live here, you don't sign.
That said, local councils tend to stretch the rules to include anyone with a holiday home to get more money from central government, but strictly speaking, that is against the law.

Another thing to bear in mind is that, although the town hall will categorically deny it, there have been instances where AEAT has used registration on the padrón as 'proof' that someone is a fiscal resident and should be paying resident taxes and making the asset declaration.
Do NOT register on the padrón until or unless you become a fiscal resident despite what you are told by the town hall.
