A thousand people in Malaga and 6000 in Andalucia have renounced inheritances because they cannot afford to pay the tax. Article says a property worth 180,000 incurs a tax of 25,000. I wonder why they cannot attach it to the property to be paid when sold.

It will go to the other beneficiaries. If they all turn it down, I assume the state gets it.
