Could be because of the shortage. A sign of things to come.

It just depends on the actual agricultural water cooperative and where their water come from which are frequently deep wells. We have no shortage at all as we access a very large aquifer 15 km away. Some friends a km away are on a different supply which has dried up. Their next door neighbour who has many commercial fruit trees is now pruning them right back as they will die otherwise.
