Cheap? I don't think so. Maybe if you have a small house in the campo, but our initial bill is 1,200€, reduced to 900€ after the discount, plus 153€ for rubbish collection.
No, we don't live in a mansion, it's a family house in the town centre.

We paid around 1200 in Marbella plus basura. In addition was a private road so we had community fees of 850. Probably more now.
In West Sussex it is now about £2950,extortionate. Lots of services except no one round here uses them, don't even have street lights as it is a private lane (thank god!(
We receive 5 pages of where the money goes each year with the usual increase. Only positive is there are generous discounts for lower paid, some hardly pay anything at all. difficult to compare.

I think council tax for our tiny 2 up 2 down Victorian house in Essex would be about 1350 pounds a year now. The floor area is probably no more than our house here. In contrast, my father-in-law's 2 bedroom chalet bungalow is nearer to 2.500 pounds I think as it's in a much more expensive area. You can't really go by house size in the Uk as it's on the value of the property which will differ greatly between areas. Must say I have been shocked at the IBI charges in towns here when I found out my friend's house is 1100€ plus urbanisation fees. Mind you we do not get any services out here in the campo so I guess we get what we pay for .... nada

I'm not aware that one is available in Torrox, it's not something I have heard of.

El equipo de gobierno de Torrox, a través de las distintas concejalías, promoverá acciones ventajosas para los vecinos del municipio, como el uso de instalaciones deportivas municipales o la participación en actividades culturales de manera gratuita.
