For several days I have been trying to get on this website to pay water/basura bill and IBI ... has anyone any advice or alternatives? ... many thanks

I had that error code once recently using Firefox, can't remember the site I was accessing, but Firefox gave me the option to accept the SSL and I could then access the site.

Are you using the latest version of Firefox?
The article referred to by Beachcomber is out of date and states that the problem will be solved in a new version of Firefox.

thanks so much guys ... I clicked on 'enable ... ' and got into site!!! ... then took me and friend another 45 minutes to struggle/curse/lambast complicated/convoluted/contradictory info ... but finally have paid both water and IBI bills!!! ... think I am going to get us a drink now!!!

I have been trying for days to access prpmalaga.es as well, but no luck. It simply times out with message: "This site can’t be reached www.prpmalaga.es took too long to respond.". Tried Chrome and Firefox browsers, and my mobile as well but no access from any. Have deleted all cookies, history etc. but still doesn't work. All other internet sites are fine! Any clues?

Are you " messing "about going through a VPN or Smart DNS server...........as you say you have done the usual clearing
If running Windows .......fire off a CMD and type ipconfig /flushdns
Reboot system
And let us know how you get on.

Thanks Enrique, but it hasn't worked.. Website does not respond - get message back: "The connection has timed out. The server at www.prpmalaga.es is taking too long to respond."

The thing is, this is the only site I have a problem with. All other internet is fine (and this site has worked in the past). I cannot even get it on my iPhone using Wi-Fi - same result, no response.

I'm afraid that doesn't work either. On a different computer it says it cannot find the server. I am beginning to wonder if there is some kind of geographic bar on this website, because I am in England. I have now tried all combinations of 2 different computers, 2 different browsers, clearing out cookies etc etc. and nothing works - yet the rest of the internet is fine.
It used to work! And it did when I was in Spain a few weeks ago!! But now I'm back in the UK I cannot access it. I think the next step is to try and find a proxy server in Spain.......

It may be because you are in the UK. With my UK vpn active i can't connect to this site, however if I turn my vpn off i connect immediately.
Ive noticed this more frequently recently that an increasing number of spanish sites won't let you connect from a UK address.
If you have vpn service available try connecting it to a spanish server.

I can confirm that access from UK gives timeout so you will need to do as casita-bonita suggested............
