Am I allowed to put down a pad to put my shed on, or does that count as construction?
I was thinking a load of breeze blocks, on their side, on a level surface, with the shed on top if not. Maybe bang some reed bar into the ground to hold them in place ?
I'd use patio slabs but I can't find them here. I was thinking about old floor tiles ? The thick marble ones, laid face down so that they are not slippery ?

Since new houses are being built here and extended all the time, I'm not sure I'd worry about a shed base. We used pallets and some old scaffold boards as a base for ours. It's a metal shed and would fly away if it wasn't screwed down to the floor!

That's what we have. 15m2, it was on concrete before, but never screwed down.
All our neibours seem to build whatever they want - there's one neibour that's concreted about 2000m2 of his 10,000m2 plot, he's got about 10 sheds / porta cabins etc.
Makes our house on 1000m2 look ridiculous
