UK calls to Spain

Can anyone recommend a cost effective way of getting a UK number (without a UK residence and not 0870, 0871 etc) which can then be transfered to a Telefonica number?

Sipgate offers free UK telephone numbers the calls to which can be received anywhere in the world but I don't think you can transfer the calls to another number.

You do not have to be a UK resident but you do have to complete the original set up from a UK ISP but afterwards you can log on from any location. You also need a broadband connection but the computer does not have to be switched on to make and receive calls.
