Chip? That's a bit hi-tech isn't it ? OK - it's not specifically a car document but you should carry it with you together with your passport at all times so it comes to the same thing.
So, to answer your question in the simplest terms - no.

What's the problem? Take a colour scan and print off a copy and put it in your car, I carry one in wallet as well. Wish they brought the cards back.
