I emailed back to Enterprise, pointing out the legal situation with regard to EU licences. This was their reply.
Whilst you are right in saying that these licenses are acceptable for driving on all EU roads, it is not illegal for us to decline rental to someone who cannot complete our underwriting checks, which includes the provision of a license where we are satisfied of it's veracity, whether it is a UK License, an EU license or a license from elsewhere.

As it happens, we generally will accept all EU licenses with no issues and so you would not have to have an IDP alongside your Spanish driving license.

They have also spelled licence the American way ... "license".

Rather amusing when I rented a car in USA the guy looked at my spanish license and thought the " E " stood for Egypt !!!
